Owslafa is an Efrafan term which means "council police." The Owslafa is a group of rabbits who enforce the laws of Efrafa and punish disobedience such as in the case of Blackavar. They report directly to the members of the Owsla. In the book, Vervain is captain of the Owslafa. The only other named Owslafa rabbit is Bartsia, who is seen guarding Blackavar.
